Scientific publishing from peripheral countries. Bibliometric databases coverage and APC impact in a challenging context

Publishing from peripheral contexts presents several challenges for researchers, institutions, and assessment processes. This presentation will discuss some of these challenges.First, within the context of hyper-productivity, the scientific output from peripheral scholars is deeply diverse in terms of language, publication formats, and authorship.Second, global bibliometric and scientometric databases unevenly cover this output.Lastly, a publication model based on Article Processing Charges (APC) has an increasing negative impact on equity.Most of the data and discussions relate to Argentina, where a significant reduction in the budget for scientific research and universities is ongoing. However, the cases of South Africa, Brazil, and Mexico will also be discussed and compared.

Osvaldo Gallardo est professeur à l'Université nationale de Cuyo et chercheur au CONICET (Argentine). Ses recherchent se concentrent sur la sociologie des sciences, les tendances mondiales dans la circulation des connaissances et les disparités de genre et idiomatique dans le domaine. Au CIRST, il participe notamment à un projet financé par l'Agence universitaire de la Francophonie, qui inclut des scientifiques du Québec, du Brésil et de l'Argentine.
